If I wanted to present a perfect amendments then I wouldn’t be able to post one. If I am going to complain then I should contribute. This is a starting point. There is no one model fits all here. I don’t want to be colonialist by saying “you must’ so use these suggested amendments as you see fit.. Suggestions are welcome.

Volunteer Visibility in the Act/Charter/Code
By not seeing the word “volunteer” explicitly in the legislative act/charter/code may deter an individual from filing a complaint, thus an invisible barrier.
Commission websites vary as to including the word “volunteer” with respect to protection, thus another invisible barrier.
